I do not have the  answer you are looking for but a suggestion. one is 
to record the start and finish numbers on the water meter and submit 
that to the water department.  we can do that here and get it knocked 
off the  bill  as  when they figure the meter , in this town they allow 
so much for  drinking water and the rest they assume is going out thru 
the sewer lines. Lee
