Frank, we also got lucky  some 12 years ago when we had our pool put 
in and  we have a  fire hydrandt  in our front yard. we made a small 
donation to the  department and they came after hours and with  one of 
their smaller hoses   they filled the  pool. . of course since then we 
have to add a few thousand gallons and also  tap of f the pool   much 
water. as you know as a above ground pool owner   it never rains but 
pours. however  as you also noted most water departments will work with 
you. we have a 52 inch by 33 foot  pool and knock on wood we are still 
using the original liner. Lee
