Specifically  you don't need to know anything about the internet.  You have to 
study some about the rules and regulations, operations of radio, a little 
theory and take a 25 or 35 question test.  That gets you a technician license, 
which allows you to operate on specified frequencies above 50 Mega Hertz.  But 
the sky is the limit.  With enough study and equipment you can talk via 
satellite, via the internet, world wide, on voice and even some tv.  My best 
suggestion is to log onto a site called wwwhandiham.org and read some about it.
