Claudia . that would  be a 275 gallon  oil tank and it is  probably 
covered with surface rust. it should stand on four  screw in legs made 
of pipe. . do you have a outside entrance to your  cellar / basement?. 
it would take two good men  with  old clothes to take that out thru a  
cellar way.  with ropes tied around the front legs of that oil tank it 
can be tipped up just enough to  drdrag that  thing around and up the 
stairs.. cannot imagine taking that tank up  sme inside stairs and out.  
what a mess. as to taking the tank apart? not a job you want to do  as 
that would be a  a safety issue   using a cutting torch along the  
welded seam you can feel about half way up the tank.. Unless  , i my 
opinion you had some volunteers to assist, I'd hire the job out. is your 
local fire department a volunteer  group ?  I'd ask them to look at the 
job and  then you volunteer to put  on a dinner t feed the guys and 
whoever  can assist.. let me finish by saying moving that tank is like 
moving dead weight.  Lee
