If this is the standard 275 gallon oval shaped tank, two guys can easily carry it out of your basement, provided who ever put it into the basement to begin with, put it in via the basement entrance.

Hi All, We have an old, empty oil tank sitting in our basement; this thing is huge, and we're told that the only way to remove it is to break it up into pieces and carry it out. What is the safest way of removing this tank? It's either some kind of hard metal or steel construction!
