Seems to me they don't owe any money since they didn't contract the work. The chap who bought the adjoining property should have done due diligence before the fact. He is probably within his rights to demand the intruding structure be removed from his property and or to negotiate some alternate agreement but had he done a survey before purchasing the property and made a decision on that basis the cost would not have been your daughters. This is his survey not hers.
Had he asserted the structure was on his property and she done a survey which proved it was not on his property she would have no claim on him.
