I found it quite amusing when I was building my deck to find out what the 
zoning restrictions were.  They said I could build the deck up to three 
feet from my property line.  When I asked about putting the stairs in, 
they said that the deck was hard construction, but that the stairs were 
soft construction.  Soft construction can be built right up to the 
property line.  So, my deck goes to three feet from the line, and the 
stairs go from the edge of the deck to the line.  They signed off on it, 
so it is all cosher.

Of course, my father-in-law, who lives in the boonies, and lives on 90 
acres of land, scoffed at the whole thing, and said, just build the damn 
thing.  Of course, he has built all kinds of structures on his property, 
and I doubt has ever met the local zoning board.  *GRIN*   He knows how 
the system works too, since he was a construction consultant for many 
years.
