Generally yes, there are some thing that are not implemented yet, like
spread syntax (spec link
https://drafts.csswg.org/css-values-5/#early-resolution), but this is more
like a separate projects rather than part of if() function implementation
since it applies to all arbitrary substitution functions.

Also it was recently resolved to add numerical comparisons (e.g. '<', '>',
etc), see https://github.com/w3c/csswg-drafts/issues/11104 and
https://github.com/w3c/csswg-drafts/issues/8376. This can be added at any
time later without any breaking changes.
