Sorry, I am not aware of anything that can do this. There is only one
program that might be able to help called pov2rib, but I am not
entirely sure what the RIB format is.

One of my recent projects has been to write a parser for povray. There
is a grammar for povray in the g-format here:

Converting this into a parser, either through antlr, or maybe
pyparsing, would be exceptionally awesome. I would be using this
software to convert from povray images of legos to STEP/IGES through
pythonOCC (the python bindings to OpenCASCADE, the open source CAD
kernel).
