4est, Would you say that none of the tools on this page fit what you are looking for? http://github.com/joshuaclayton/blueprint-css/wikis/tools-and-resources If so, anyone can take the various tools (code generators, layout editors, and the Ruby scripts packaged with Blueprint) and combine them to make a tool like what you are talking about. Everything is open-source and open to contribution.
