Would you say that none of the tools on this page fit what you are looking for?

If so, anyone can take the various tools (code generators, layout
editors, and the Ruby scripts packaged with Blueprint) and combine
them to make a tool like what you are talking about. Everything is
open-source and open to contribution. Consider this a call-to-action
for any one reading this list :)
