Dear friend,

As you are probably aware, Dr. Binayak Sen, one of India's best known human
rights activists, was arrested on 14 May 2007 and has been behind bars
since. The major parties, Congress and BJP, both have ganged up together to
incarcerate this brilliant doctor and activist, who was in the forefront of
the campaign to expose the gross human rights violations and killings of
adivasis taking place in the state of Chattisgarh in the name of
development. It is well known that the case against him is patently false,
and in the trial going on, all the evidence marshalled by the state to prove
Dr. Sen's guilt has been proved false, yet the courts, which should have
actually dismissed the case against him, have even refused him bail.

It is a sad comment on the state of human rights in the country that
criminals-murderers-smugglers  dominate the Parliament and make black laws
to put behind bars ordinary citizens. The state and the criminal parties
have actually launched a war on the people of the country. In the name of
development, corporations are displacing people by the lakhs, their
livelihoods are being destroyed. To silence all protest, browbeat and
terrorise people so that they take all humiliations lying down, draconian
laws like the CFPSA under which Dr. Sen and a 1000 others have been
arrested, and now a new anti-terror law at the Centre, are being passed.

Various activist groups all over the country have come together to launch a
Satyagrah demanding the release of Dr. Binayak Sen. Activists all over the
country are assembling at Raipur every Monday for a Satyagraha and courting
arrest. On April 6, activists from various cities of Maharashtra, including
three  activists from Pune,  will be participating in this Satyagraha.

A rally is being organised in Pune on Friday, April 3, in the evening by all
progressive groups of Pune who have got together to form a BINAYAK SEN
MUKTATA SAMITI to extend support to this Satyagraha and demand the release
of Dr. Binayak Sen, and also demand the repeal of all such black laws under
which the state is seeking to terrorise the people of the country. We call
upon you to join us in this rally and also participate in the public meeting
that will take place at the end of the rally.

Bhushan on the new anti-terror law passed by the Centre taking advantage of
the shock created by the Mumbai terror attack.

On 14th May, 2009, Dr. Binayak Sen – paediatrician and one of India’s finest
human rights activist –  will be completing two years in jail. Dr. Sen is in
jail because he raised his voice against Salwa Judum – an illegal private
army created by the Chattisgarh state government which now even the Supreme
Court has criticised, because he was protesting the forcible displacement of
lakhs of tribals in the state in the name of development, because he exposed
fake encounter killings by the police. To silence his tireless and fearless
voice, the government has incarcerated him under the draconian CSPSA and
UAPA – undemocratic laws which give almost unlimited powers to the police to
arrest and put behind bars for years ordinary people!



It is a part of the general attack on democratic rights taking place all
over the country. It is related to the kind of development taking place all
over the country in the name of globalization:



The politicians, bureaucracy, police have launched a ferocious offensive on
the lands, water and forests of the poor. They want to seize control of
these means of livelihoods of the common people and transfer them to giant
corporations – Indian and foreign – so that they can set up mining projects,
mega industrial projects, SEZs, tourism projects, residential projects for
the rich, and so on, and earn super profits.



It has led to massive displacement of people and loss of their livelihoods.
The people are obviously fighting back. And so, under all kinds of pretexts
like fighting terrorism, the criminals and murderers who dominate the Indian
Parliament are passing the most draconian laws which give almost unlimited
powers to the police to arrest and put behind bars for years ordinary
people!



To raise awareness among the people about the kind of development in the
country and the attack on human rights, Lokayat is organising a documentary
festival on this Saturday.
