Is it compiling now? I tried to compile your code under windows, but I wasn't sure how to compile the BOINC api/lib under windows. If you got this working, can you tell me what you did? I know how to setup the VS project, it's currently importing the Python headers and libs correctly. It's just BOINC I'm having the trouble with (I'm sure it's just that I don't know what I'm doing).
