I can see that the situation at Seti is complicated and may not find a
solution in Boinc's quota management system. Could I still, however, request
some refinements for the benefit of projects like CPDN where the problem is
simpler.

Consider computers like these:

http://climateapps2.oucs.ox.ac.uk/cpdnboinc/show_host_detail.php?hostid=1038404
http://climateapps2.oucs.ox.ac.uk/cpdnboinc/show_host_detail.php?hostid=1007382

Very nice computers. Generous owners who want to donate computer time to a
worthy project. They believe that it's possible to set and forget Boinc. If
they ever look at their Boinc Manager they see climate models ready to
report. That's a good sign as it means the models have finished. If they
look at the BM messages they also see that the models have finished
computation so that's another good sign. The project never contacts them to
say there's a problem so that's another good sign.

These generous members just never realised that, for example, when they
installed Boinc they got some permission wrong or didn't install an extra
library which they knew nothing about.

So could a few options be available to
a) help generous people like these get their computers crunching,
b) increase projects' task completion rate,
c) in some cases, save electricity, and
d) save projects like CPDN the trouble of adding in extra scripts which
still require some manual intervention.

Could Boinc:

* have a popup dialogue box to notify a problem after a specified number of
task failures

* disable the daily quota after a (perhaps greater) number of task failures

* at this point send an email to the owner offering help, with the
text composed by the project
