There are so many ways of running Boinc that no single mechanism will catch every incapable computer. That's why I suggested a threefold mechanism: to catch as many as possible.
Of course some people won't care and won't take action. It's better for the project that their computers should eventually be eliminated, as long as the members are given every practical help to find out how to correct the misconfiguration and have the quota reenabled.
