We need to remember that all of the "pop up" suggestions assume that 
BOINCMGR is running *and* that someone is looking.

Notices through system generated forum PMs assume that someone checks 
into the forums (and I no longer follow the forums).

Notices via E-Mail assume a valid E-Mail address.

That's why the mechanism has to work without human intervention: we 
can't be sure that the people will even care.

... and one work unit per day isn't much of a limit for a project like CPDN.
