The presence or absence of those files of course doesn't affect the 'boinc-client' binary package; but debian also distributes a corresponding 'boinc' source code package (like they do for all software in the main and contrib sections).
They already remove non-free CUDA .dll/.so files from the svn checkout before creating the source package; they'd have to do the same with texfont.
