The original intent of Help Desk was to be like Stack Overflow:
people ask and answer questions,
and vote on the answers so that after a while a "correct answer" emerges.

However, people didn't use it in this way,
and we've gradually removed the associated logic.
At this point there's not need to have a separate Q&A category.
You can put all the forums in the main category,
and they'll appear on the same page.
