AFAIK this wasn't a (primary) concern. See http://boinc.berkeley.edu/trac/wiki/CreditNew . The original goal was to produce a system that is as automatic as possible, i.e. relieves projects of the work required to manually adjust credit / application (version) properties, and is robust against client-side cheating.
I remember that the question "to inflate or not to inflate" credit _in_ the new system was discussed numerous times and at length, also on this list.
