Yes, EmBOINC would be useful as a credit simulator.
The current credit system uses databased host info
(e.g. the host_app_version table)
so it would be easiest to have a real BOINC server behind the simulation.

EmBOINC hasn't been used for a while so it would take some
tweaks to make it work again.

Just came across a link to EmBOINC <https://gcl.cis.udel.edu/projects/emboinc/index.php> in Trac. From the description it sounds like it could form a good basis for such simulator.
