Sorry for my lazy typing. I think it is action.tag.missing that creates a link "tag.missing" in the tagindex.
If you check the tag cloud example near the bottom of the plugin page on BW.com you will see "alpha missing topic", that means, that the plugin creates a link tag.missing. I really do not know the purpose of action.tag.missing. If a tag exists the page will shown, if not, its a 404. I renamed the page.
