On page action I changed the wording at the top to this. It is more
accurate, as some actions may be blocked because of a lack of
permissions...

As for the backup action, I changed the wording slightly to use backup
or backup file instead of tool. Probably more confusing, but it is
really not a good option for backing up a site... And that was one
thing I wanted to avoid...
I also updated the site.language page. Note that every time we update
site.language, all the language files need to be updated to be
complete. So we should try to keep these to a minimum.
In this case, I agree that added clarity is worth the change... Of
course I don't use language files! You know, American... :)
