Resolved with a great deal of research and banging my head against a wall...
All this time I've been using localhost/field to access my boltwire field.
I was getting the timeout with that. A PHP bug report that I found
(http://bugs.php.net/bug.php?id=50953) led me to try 127.0.0.1 in place of
localhost, and it worked. Considering that I'm using PHP 5.3.3, and the bug
applied to 5.2.12, I immediately checked my hosts file. It had the line for
defining 127.0.0.1 as localhost commented out. This is apparently the
default that came with my new PC. I uncommented it and now localhost/field
works as expected. I'll probably change the hosts file back and just use
127.0.0.1 instead.

OK, this is now really weird...
Since the error showing up was consistently something inside Boltwire, I
looked at the source of engine.php, on line 18. This is the line that was
there originally:
if ($errorReporting == true || $_GET['errors'] == 'true')
error_reporting(E_ALL ^ E_NOTICE);

With that line present, every time I tried to access Boltwire wiki, I got
this error logged by PHP:
PHP Notice: Undefined index: errors in C:\Program Files (x86)\Apache
Software Foundation\Apache2.2\htdocs\boltwire\barn\scripts\engine.php on
line 18

Well, if the index is undefined, I thought that maybe this should be
replaced by a test for whether $_GET['errors'] is set at all. That produced
the line below:
if ($errorReporting == true || isset($_GET['errors'])) error_reporting(E_ALL
^ E_NOTICE);
As you see, $_GET['errors'] == 'true' was replaced with
isset($_GET['errors']).

With this change, I no longer get the error described, or any error at all.
What I do get is this behavior: Upon trying to access my wiki, my browser
times out waiting for a response (30 seconds). All I get back is a blank
page. I was seeing this wait-and-time-out-return-blank-page behavior before
changing engine.php, but I got the error after the timeout. Now I'm just
getting the timeout and blank page. Any thoughts? I never saw the timeout
and blank page on my XP 32-bit machine, and phpinfo() works perfectly.

Does anyone have any ideas on this? I've tried everything I can think
of...
