we don't need to modify writeLedgerConfig. we need to change the flow of
LedgerCreateOp to pass initial metadata when creating ledger path.
besides that, we need to change LedgerOpenOp to handle zero-length metadata
when parsing ledger metadata.
I created a patch to fix it.
