Actually, having looked at BOOKKEEPER-259, I think it would be better to split
MetadataManager into TopicPersistenceManager and SubscriptionDataManager, and
then for BOOKKEEPER-259 add TopicOwnerManager.
Also, im not sure how this is all configured from hw_server.conf. Perhaps we
don't want to provide complete pluggability at the Manager layer, as we'll be
providing pluggability at the metastore layer anyhow.
