For the moment, I think we should keep it in the bookie process and enabled by 
default. We shouldn't worry about making a plugin interface, or keeping it in a 
separate maven module. There's no strong requirement for it, and it just 
confuses matters. 

However, it is good to have a clean interface for starting and stopping the 
service. 

Regarding BOOKKEEPER-246, this patch should call the interface defined to 
record the failed ledgers. I'll take a look at this in a while. I'll also work 
out the order in which the patches will need to go in.
