Nice that you've had a chance to take a cut at this issue, Sijie. I'm not the
one who came up with this requirement, but my understanding of what they need
is a bit different.
Your change allows an app to check if the state of the ledger according to the
handle is closed. In the way I understand the description here, the app might
not have opened or created the ledger to obtain a handle and yet it needs to
know if a given ledger is closed, perhaps using something like
BookKeeper#isClosed(ledgerId) that queries the metastore. It also mentions
listing existing ledgers along with its status (open or closed).
