I fully agree, hopefully you didn't get the impression I was complaining about
what you have done. I was just trying to point out that the requirement was
perhaps a different one. I'm also happy that Whitney has chimed in and
clarified.

Agreed, it sounds like there are two different requirements here: determine the
state of a single ledger and process all ledgers. For the first one, which
belongs in this jira, it sounds like we have converged to something like
BookKeeper#isClosed(ledgerId). Having some like LedgerHandle#isClosed is good
too.
