So we might have 'boost.xml' be the top-level document. It includes 
'boost-libraries.xml', which contains includes of all of the Boost libraries. 
The function/class/concept indices can be built by processing 
boost-libraries.xml and will be included in boost.xml when it is processed?

If I got that right, then yes, I believe it is suitable _if_ we can ensure 
that cross references will work with the final document. Any ideas on how 
that'll work?
