It's an intentional hack because I haven't thought about how to do better. 
Basically, the links work when the document is in its "final" place, that is, 
in $BOOST_ROOT/doc/html. Unfortunately, it's hard to tell when you are 
generating the DocBook where the final HTML will reside :(
