It seems to be choking here:

  <!ENTITY % local.common.attrib "xml:base      CDATA  #IMPLIED
                                     ^^^^^^^^^^^^
                                  last-revision CDATA  #IMPLIED">

But being an XML-idiot I have no idea how to go about debugging it.
