Looks like psgml-mode has a bug, which I just fixed. http://list-archive.xemacs.org/xemacs-beta/200011/msg00117.html This bug was reported and a patch supplied in November of 2000! Why is it still in the psgml-mode I get from SourceForge? Who knows?
