To be honest, I prefer the one without the horizontal rule.
IMO, the number and indentation of the items themselves
already clearly separate each member.

I'm with Joel on this one. Even though I tend to prefer whitespace, I think the whitespace in the tables is confusing the grouping of the individual items.

OK, that didn't come out as I intended now that I read it again... What I meant is that the HR is not helping in this case because of the confusion I see within the items.

Perhaps after the numbers are removed it will be better.
