I see that my post seem to be rather unclear. I meant to say that
both Qbk and BoostBook already have the facilities to do what you
want. We do not have to pass through Qbk comments through XML
because you can do it many ways. I was suggesting using DocBook
phrase and Qbk templates. Example:
[template %[body]<phrase role="literate-program">[body]</phrase>]
Then you can use the template:
[% some-lit-directives]
But then, I realized that you need to use XSLT to process the special
phrases, which I guess you would want to avoid. So, that might not
be a good suggestion. Still, we can go back to using xml comments,
or some other xml directives (below).

Sure, but you can use templates to make the code prettier:
[template %[body]<literate code="[body]" />]
Then:
[% compile()]
