It could be related to character encoding detection. Can you check, in
Firefox, under View -> Character Encoding, if you've got Auto-detect
turned on and what type of automatic detection you have?

I usually have it set for UTF-8 or Universal auto-detection, but
ocasionally I still have to rectify Firefox's choices.

With all the funny symbols in the html 4 symbols page, Firefox probably
has an easier time figuring out the encoding and tries to use that by
default for the following pages (on the same site?).

Not sure that would explain why it is ignoring the character encoding
settings on the <?xml?> line and then on an html <meta> tag, though. :-/
