This sounds plausible cause of this bizarre behaviour, but:

I had View, char encoding, Unicode UTF-8 , autodetect OFF.

But changing to auto detect Universal (and reload) didn't cure.

Adding UFT-16 from the more encodings (but not selecting it) seemed to make the 
symbols show OK.

But this doesn't persist and after some fiddling it is clear I don't understand 
how this (doesn’t always) works.
