I recently listened to some (old) Perlcast news segments by Randal Schwartz and each time he mentioned the TPF grants - talking about what grants were recently awarded and how to apply for them.
I wasn't aware that anyone could propose projects to be funded by TPF and that they funded small projects. I had the impression that they were there to fund core Perl development.
