Yes, virtually anyone can apply, and TPF does fund small projects that are deemed to be useful for the Perl community. However be warned that the funding is relatively limited, so the grants awarded tend to be fairly small. Historically people couldn't propose projects per se. Instead we waited until someone submitted a proposal to do a specific project. However Alberto Simões just took over as secretary of the grant committee, and it looks like he's thinking about creating a list of projects that proposals are desired for. (People could still propose anything they wanted to do, that list is just a list of ideas.) > Anyone on the list tried applying for one? I haven't.
