That's my take on it too, others seem to disagree.

However, it's worth pointing out that the docs suck, and do a poor job of
distinguishing between what appear to be the two goals of the package:

1) this trivial stuff
2) "More generally, local::lib allows for the bootstrapping and usage of a
   directory containing Perl modules outside of Perl's @INC. This makes it
   easier to ship an application with an app-specific copy of a Perl module,
   or collection of modules." a.k.a. Why not use PAR?
