The problem here is, people still need dial up.  I was at a hotel in
Tampa Florida this winter, and Tampa is a fairly large community.  But
no broad band.
For contrast, I was at a hotel in Spencer Iowa, a very small community,
and they had wireless networking.
But you can't predict what people will need.  I have been a broad band
user since 2000, and I hate it when I do not have  access to it, but
dial up is still the rule in many rural areas in the United States as
well as other countries.
