What is the CAP program for students?  I am confused because there is a
CAP program to purchase computer access equipment for Federal employees.
Perhaps you mean the Client Assistance Programs in the various states
that handle service delivery problems involving state rehab agencies and
their clients?

Idon't know anything about the CAP program.  But it seems to me
organizations like ACB and NFB should get on the ball and offer to help
students get what they need.
