This all has to do with copyright holders and publishers not wanting there
material freely obtained by anyone.  The National Library Service in the US
has worked out arrangements with these publishers, similar arrangements
would have to be worked out by other agencies in other countries.

I am from the UK and i think you people in the US should be very greatful
that you've got a service like this.
Is there anyway that we in the UK  can get this service and get a password?
How can we ask for the web braille service to be available in different
parts of the world.
like campaigns and other types of things.
please could you give your thoughts?
