Good questions...
You can use any computer to format an SD card, provided that if
there is even a function to do that. Not all BrailleNotes
supports this, and between mPower and Apex, separate methods
exist for doing this. As for this context, you can use your Apex
! do that - formatting it on a PC would do the same thing
(removing links to data), so there's really no difference.
As for labels, no - it will not see it. Any SD card that the
File System sees, it will just be displayed as "SD card." Under
CE, you cannot use labels on a storage card (unless if I'm wrong
on that), nor any drive label given to the
card on the PC will be recognized by Windows CE file system
driver i.e. Apex will not see it.
