Hi I have a braillenote QT Apex and when I turn the display off all the dots go away. So I haven't noticed what you are refering to however I can't comment on Jess's issue because I very rarely turn braille off. I turn speach off more often then I turn off Braille after all I got the thing so I could use the braille.
