The brew boiler is completely full so if you add cold water and wait for it to heat up it will expand and create pressure. Indicated pressure with the brew lever up is meaningless and common.

Even apart from that issue, the gauge will always show at least the incoming water pressure. 10 bar is rather high for that, unless you have really high mains pressure. There are pressure reducing gizmos that you can put inline to reduce it.
