I think they're just trying to come up with the weirdest possible
scenarios for their doctors to cope with. A couple of weeks ago,
they had two entire high schools who basically tried to kill each
other over a football game, so I guess they figured the next step
was people in weird costumes.
BTW, the episode mentions that these were people who fell from
a walkway that gave way. Maybe the costume competition was held
on a raised walkway, so the audience could get a good look at the
costumes. Or, maybe the costumed competititors took the walkway
on the way to the stage.
Another thing to note in that episode: you get to see what
Christine Cavanaugh really looks like. In the show, she was
the check-bouncing mother with pneumonia. She's been doing
cartoon voices for years, including Dexter from Dexter's
Laboratory, Chuckie on Rugrats, Babe the pig, and Gosalyn on
Darkwing Duck. :-)
