You're joking, right? This is a country that cannot agree on using
scientifically proven sampling techniques to improve the Census, for god's
sake, and you want them to "normalize" votes in a PRESIDENTIAL ELECTION???
Can you imagine the lawsuits that would arise if they were to try this?
I think it's almost too late now to do anything about this year's election.
But we should immediately start preparing for the 2004 election. Everyone
says that mistakes are an inherent part of holding elections. Does that mean
we can't even TRY to minimize errors? We CAN get this right, we just have to
decide we WANT to.
