There is no statistics or estimates involved. I am talking about the
19,000 ballots that we thrown out in a county in Florida because they
had more than 1 hole punched for President. The choices are to:
1) Disqualify the ballots, thereby denying someone their vote for
president
2) Count the ballot in some way
I suggested a way for #2. The person's one vote would be distributed
among the presidential candidates whose holes were punched.

Although your proposed solution is unique and intuitive, it is also illegal. Florida
law clearly states that ballots marked twice are to be tossed out.
It is the responsibility of the voter, commensurate with the solemnity of the
occasion, to thoroughly examine the ballot and properly mark it for his or her choice.
