I think the core of Bush's objection is that a manual recount could be conducted only 
in heavily Democratic counties, by Democratic election officials.

If the process, however, called for a manual recount in all Florida counties, I don't 
think that Bush would as seriously object.

I personally don't think that a manual recount is a good idea.   The prospect of 
having humans pull 14 hour days reviewing 6 * 10^6 ballots is a poor way of calling an 
election.  Machine recounts are very efficient, and moreover are unbiased in the 
number of ballots that they miss.

Just for the record, your first two reasons are valid, the third is not.  The ration 
of enlisted men to officers was virtually identical in 1996 when Dole trumped Clinton 
among that group.

If Gore wins the late absentees by 327 votes, I'd be happy to concede the election, 
and I am sure that the Bushies would to.  Otherwise, Gore needs to abide by the 
results.

At the very least he needs to get his representatives to stop saying things like "If 
the recount shows that Gore has won the election, we will abide by the result, 
otherwise Bush will have stolen the election."

That is the sort of intellectual dishonesty coming from Gore supporters (including his 
own chairman, Mr. Daley) that is worthy of a Creationist.
