That's what the New York Times says, though it isn't capitalized.
There is an entire article about the importance of chads in 
recounts, since handling the ballots tends to make some chads
that were previously partially attached come loose, so they will
be counted by the machine when they weren't previously.  Or, 
at least, there was this morning; the stories have been changing
pretty quickly the last few days.

This is just surreal all around.
