I'm not sure I understand either. Down here in Texas (and y'all know all
about how wonderful everything is in Texas, because GW says it's so)
voters are required to bring a copy of their registration card and
driver's licence/ID card to the voting booth. The vote itself is
anonymous, but you have to prove who you are before you get to cast a
ballot.
The only people I know of intimidated by this process are a few
cryptoanarchist friends, but they don't believe in democracy anyway and
don't bother to vote. <g>
